Sleepypod Air: 22 × 10.5 × 10.5 in external, up to ~18 lb. The ends fold in, so the 22" length collapses down to ~16" to fit shorter foot-wells. Length is what collapses — height stays ~10.5", so it still needs an 11" airline.
It clears none of the 58 airlines with a published limit at its full size. It fits 11 more only when collapsed, compressed or flexed below that size, which works only if your pet is comfortable in the smaller space. Check your pet before you buy. This one is rated up to ~18 lb — and the space your pet actually gets is interior 15–21 in long (it shortens with the carrier), 9.5 wide, 9.5 tall. Same bag, other sizes: Atom up to ~12 lb (fits 12).
